Objective (Summary of Duties):
To manage and control related operations to ensure proper recording and handling of consumable and non-consumable items, compliance with documentation, balance of stock, and execution of material transfers.
Responsibilities and Competencies:
Technical Duties:
- Prepare monthly, quarterly, and annual work plans in accordance with the directorate’s work plan to achieve the department’s objectives.
- Ensure proper storage and maintenance of assets and materials according to warehouse norms to prevent loss.
- Control the compliance of warehouse inventory documents with stock registration and ownership cards within the depot to ensure transparency.
- Ensure balance and reconciliation of remaining stocks between trusted personnel and the office with the depot records.
- Prevent duplicate distribution of similar items to a single person in branches.
- Manage internal movement of goods within the depot according to item specifications and warehouse regulations.
- Execute registration of purchased items and prepare inventories and distribution cards (A & B) for process transparency.
- Supervise and prepare stock registration and ownership cards.
- Supervise and prepare usage records for items by employees, trusted personnel, and staff to ensure item availability.
- Track and review inventory documents and items allocated to users to confirm availability.
- Record and provide reports on assets and non-consumable items for relevant authorities.
- Supervise and prepare forms (FS-5, FS-4, FS-8, FS-9, etc.) to ensure proper settlement of materials.
- Prepare forms (FS-1, FS-2, FS-3) for auctioning and transfer of inactive items to prevent unnecessary stock accumulation.
- Distribute purchased items such as oils, stationery, furniture, etc., to relevant offices and trusted personnel.
- Assess and calculate documents for consumable materials.
- Collect accounts of furniture, furnishings, and stationery.
- Evaluate material consumption according to procured items.
- Inspect warehouses and stockpiles held by trusted personnel.
Managerial Duties:
- Prepare proposals for inventory committees and pricing of stock items as needed.
- Draft letters, proposals, and send them to relevant authorities for action.
- Prepare and present weekly, monthly, quarterly, annual, and ad-hoc reports on directorate activities and achievements.
- Receive and distribute purchased items to requesting branches.
- Guide, supervise, and manage the office and subordinate staff.
- Organize filing systems in the office and on the computer.
- Maintain reports and other documents belonging to the office.
- Perform other duties assigned by authorized authorities in accordance with laws, regulations, and departmental objectives.
Coordination Duties:
- Ensure communication and coordination with relevant branches to prepare lists of required items according to consumption charts.
- Coordinate with other related sections to facilitate better material accounting.
- Evaluate material consumption according to procured items.
- Inspect warehouses and stockpiles held by trusted personnel.
Education, Experience, and Required Skills:
Educational Qualification:
- Minimum Bachelor’s degree in Finance & Banking, Economics, Business Administration, Public Administration, or related fields. A Master’s degree related to the position is preferred.
Required Experience:
- Bachelor’s: Minimum 2–3 years of relevant experience.
- Master’s: Minimum 1–2 years of relevant experience.
Other Skills (Short Courses, In-service Trainings, etc.):
- Proficient in written and spoken national languages (Pashto and Dari) and familiarity with English.
- Proficient in computer applications (MS Office, Outlook, QuickBooks, and other office software).
- Managerial and financial skills.
- Full knowledge of national laws (Labor Law, Public Company Law, Tax Laws, Arzaq Company Statutes, etc.).
- Ability to establish professional relations with government and non-government offices.
- Strong communication and comprehension skills.
